Still plugging away at ACP benefit - we now can process ACP!
Update 10/12/223:
The USAC which handles billing for the FCC has assigned us a new SPIN number as our existing SPIN cannot be used for ACP program payments. I have a new pile of “manuals” to get through and then I can start processing ACP reimbursement. 3 years.
Update : 9/18/2023
We have submitted our “Election Notice” with ETF code 0000, business code R, non-ETC status. Hopefully we will learn how to process ACP soon. We have two eligible customers and one who switched to another provider as we didn’t offer ACP. Oops, I must obtain a “Service Area Code” SAC which maps my SPIN and service territory (by State) to my FRN, which allows my UIE/DUNS entry to be indexed by shorthand. Where’s the Advil?

We have been trying to get enrolled as an ACP provider for almost a year. After well over a hundred hours of fruitless trolling of the FCC website/databases, emails with FCC support (where links are auto-sent which don’t have the link being requested, rather the one that I point out is broken was just resent over and over)
I finally was able to submit an application. However the FCC assumes that anyone applying as an ACP provider is also a network operator. Remember, they are used to Comcast, Centurylink, Cox, Time Warner. The concept of an open access service provider on a public utility district network appears to be unheard of.
There are two other service providers on the KPUD network who offer ACP. Both also operate their own networks. We shall see how much progress I make.
Anyways, if you are someone who would qualify for ACP, don’t give up on us. I am giving folks who qualify for ACP a $20 discount versus the $30 you would get if I could file for the reimbursement. This is $20 a month out of my pocket for your service. I am doing this to help you out and also to provide a stick to myself to continue to try to engage the FCC. Truly I would rather visit my dentist than engage with the FCC.
